Assist citizen
Assist citizen is a broad local service category for helping a member of the public. Learn why it does not identify a particular procedure or establish a crime.
“Assist citizen” is a broad local service label for assistance to a member of the public. It may describe a request or an officer's activity rather than a specific procedure. The category alone does not establish a crime, an emergency, or what help was supplied. “Citizen” in this label should not be treated as proof of the person's nationality or legal status.
A broad category for service work
Some agency codebooks use the term for requests that do not fit a more specific category. Others combine it with motorist assistance or separate several kinds of help. Chowchilla Police Department's communications manual lists an “Assist Citizen or Motorist” call type, illustrating a local grouping. Chowchilla call-type reference
A record can therefore reflect substantial public service without representing crime enforcement. The activity may involve information, assistance, or coordination with another resource. The narrative and disposition are needed to identify which action actually occurred.
A published label also may be the initial reason for attendance. It should not be used as a substitute for a later finding if another issue emerged during the response.
Example
Hypothetical example: A visitor asks a patrol employee for help locating a vehicle after leaving a large event. The employee checks the information available and helps the visitor identify the correct parking area. The local log records an assist-citizen activity.
The entry describes help provided to a person. It does not establish that the vehicle was stolen or that an offense report was prepared. It also does not establish the visitor's citizenship. The example illustrates one possible service; it is not a promise that every agency performs it or codes it this way.
Common confusion
Assist other agency concerns support to another organization. Assist citizen concerns help directed toward a member of the public under the source's label. Both can involve the same event, so totals need a defined counting method.
No action required is an outcome, not a synonym for assistance. An employee can spend time providing useful help without a citation, arrest, or separate incident report. Absence of an enforcement result does not establish absence of work.
Reading service totals
Check which activities the code includes and whether records are caller-generated, officer-initiated, or both. An agency that uses specific motorist or information categories may publish fewer generic assists without providing less service. For comparisons, match definitions, period, and unit of counting. One assistance event may involve several employees or several communications, which should not automatically become several separate requests.
