Domestic disturbance
Domestic disturbance is a local call category involving a reported household or relationship conflict. Learn why it differs from a confirmed offense or a court finding.
A domestic disturbance is a local call category involving a reported conflict within a household, family, or relationship covered by the agency's definitions. The label identifies a context for assessment and response. It does not, by itself, establish a particular offense, identify who caused harm, or show that a court found someone guilty.
A call category before the full facts
Communications staff may have limited information when classifying the request. The call type can reflect a caller's account of an argument, a request for help, or another reported concern. Later reports may identify offenses, document noncriminal circumstances, or add information that was unavailable during call taking.
Portland's protection-orders and domestic-violence directive separates domestic-disturbance response and general reporting requirements from the additional report used when probable cause indicates a crime occurred. That is a local policy illustration of why the call category and offense finding are distinct. Portland domestic-disturbance policy
A short public entry may also omit sensitive details. The absence of those details cannot establish that the matter was minor or that no harm was reported.
Example
Hypothetical example: A neighbor reports hearing an argument between household members. The request is entered as a domestic disturbance. Responders speak separately with the people involved and prepare the documentation required by their agency. The public log shows only the call type and a report-related disposition.
That summary supports describing the reported concern and reporting action. It does not establish which allegations were made, whether an offense was identified, or who was responsible. Those questions require the actual records and their stated limits. The example deliberately makes no invented finding about the people involved.
Common confusion
Domestic violence can have defined legal, policy, or statistical meanings. A domestic-disturbance call is an operational classification. They can be connected, but one is not automatically proof of the other.
A civil matter involves a different classification of a dispute. A household relationship does not make all conduct civil, nor does a dispute label eliminate the possibility of criminal conduct. A dispatch disposition records handling, not necessarily the final investigation or court outcome.
Reading local scope
Check which relationships the source includes, whether the type is original or final, and which records are excluded from public release. Local response and reporting requirements differ. Avoid assigning a victim or suspect role from the category alone, and do not use a filtered public call map as a complete measure of domestic violence in a community.
